India: ‘Recipe’ for complete digital literacy by 2021

In a country where a fourth of the population is illiterate, going by traditional definitions, there is a higher probability of the country to be more ‘digital literate’ given the number of cell phones in use in the country. This post details how the rural development ministry can use its existing infrastructure to leverage the expansion of digital literacy, a measure that is sure to see the country and its people advance.
