This post talks about a programme which aimed at helping the poor pavement dwellers of Chennai who usually subsisted on begging and other forms of handouts. The programme failed an initial hiccup as the pavement dwellers refused to move into housing units afraid to lose their earnings, and the programme innovated by giving them livelihood training while they were still on the streets, or in other words, before moving them into houses.
