Identifying the poorest of the poor is perhaps a problem that many grapple with – impact investors, aid agencies, companies looking to create markets and conduct CSR activities and more. BRAC, which started experimenting with its ‘poverty graduation’ programme. The poorest of the poor are the people who aren’t even at the lowest rung of the economic ladder – microcrediting would pull them down to disastrous debts, and other conventional development programmes wouldn’t benefit them either.
